There’s not much humor in the policy-research racket. Poring over hearing transcripts, fiscal analyses, judicial decisions, and proposed rulemakings rarely produces yuk-yuks.
But occasionally, an inspector general or an auditor writes a ROTFLMAO-inducing sentence. So enjoy this: “The situation in Afghanistan following the government’s dissolution reflects a significant deviation from what the United States aimed to help create.”
That’s the ludicrously understated assessment of the Office of the Special Inspector General for Afghanistan Reconstruction, tasked by Congress to “provide for the independent and objective conduct and supervision of audits and investigations elating to the programs and operations funded with amounts appropriated or otherwise made available” to the Graveyard of Empires. For nearly a decade and a half, SIGAR has issued one depressing document after another.
