Progressives see society as an unequal struggle between haves and have-nots, oppressors and the oppressed. They assume that government will act on behalf of the have-nots and the oppressed. In Justice Breyer’s more moderate language, government restricts spending on politics to advance ancient liberty and political participation. These different aspects of the same vision share a questionable assumption: government is both Progressive as to ends and rational as to means. A more realistic look at human history might suggest that those who hold power — Progressive or not — use government to preserve and augment their sway over others.
